Dr. Rukonge Sospeter Muhongo is a distinguished Tanzanian legal and sustainable conscience scholar and policy analyst with a specialized focus on energy law, environmental sustainability, and resource governance. His academic foundation and extensive international experience position him as a leading authority at the intersection of law, energy transition, and climate justice.
Dr. Muhongo's academic credentials include a Doctor of Justice in Development Policies (PhD) and a Master of Laws (LLM) in Oil and Gas Law and Policy from the University of Dundee, UK, complemented by a Bachelor of Laws (LLB) and a Bachelor of Arts both from the University of Pretoria, South Africa. His expertise encompasses environmental and social governance (ESG) in extractive industries and the banking sector, climate finance and energy justice, policy development for sustainable energy transitions, and local content frameworks in Africa’s energy sector.
Hisprofessional highlights demonstrate a broad and impactful career. He has servedas a Visiting Scholar & Researcher at the University of St. Andrews (UK),focusing on critical areas such as the blue economy, critical minerals, andgreen victimology. As a consultant for the International Energy Agency (IEA),he contributed to the influential Global Critical Minerals Report (2021),analyzing the environmental and social impacts of clean energy transitions.
